Your work may include interviewing ACF officials about how they are transforming their programs and creating blog posts and infographics about their efforts; developing standard metrics to measure how well ACF serves our customers; and pitching innovative ideas of your own to help improve how we work. Covid-19 is unprecedented. So is its impact. As a country, we are endeavoring to understanding its health impacts. And, while we are also beginning to see the short-term ramifications of this pandemic in sectors such as commerce, labor, and education; what is still largely unknown - and certainly not yet quantified - is its impact on the human services sector. This internship is within the Administration for Children & Families, which is a division within the Department of Health & Human Services, Region 10, which is comprised of the states of AK, ID, OR, WA and 272 federally recognized tribes within those states. The highly qualified intern would work closely with the ACF Region 10 Emergency Management Specialist and the Regional Administrator to manage all of the Covid-19-related work for which ACF is responsible, both with states and tribes it supports as well as for ACF staff. The primary focus of the internship is the management of a partnership of federal agencies (i.e., Emergency Management, Housing, Labor, Corrections, Transportation, Education, etc.) that are working to proactively anticipate, identify, mitigate or prevent the human services impacts of Covid-19 in the region on states, tribes and grantees of federal programs. The intern would convene and participate in these weekly meetings, document the discussion and proposed actions, and work with the ACF team to take any follow-up action, including, but not limited to, developing strategies, reaching out to additional federal partners, liaising with states and tribal leaders, and reporting to the regional and/or national emergency management bodies. The intern would be responsible for representing ACF at these meetings, reporting updates on flexibilities or waivers issued by ACF programs, as well as reporting back on any federal agency's program updates that impact ACF. The intern would also work with ACF regional leadership on developing and managing return-to-work protocols, requirements, and communication. He/she would liaise with ACF's senior leadership to report on and track guidance from HHS or ACF, and implement such guidance for the region. He/she would develop communication for regional program leadership and staff, as well as develop communication for HHS regional leadership. |

The Administration for Children & Families supports initiatives that empower families and improve access to services in order to create strong, healthy communities. For those furthest from opportunity, these federal programs are designed to encourage and support economic mobility, which, under "normal" circumstances and for a variety of reasons, is challenging enough to attain. Now, in the wake of Covid-19, we must also consider the impact of the pandemic. How do we address these additional challenges that stand in the way of a family's economic mobility - especially when we do not yet know their full impact? Traditionally, we have leveraged federal policy and an ecosystem of state and local supports for families. What levers will be the most effective in this post-Covid period? And, in what order do we pull them? How do we navigate the politics? It seems there are more questions than answers. Perhaps now is a good time to pause, recalibrate, and redefine the goal. In the wake of Covid-19, a more appropriate goal may be to support families to be economically resilient. That in order to be economically mobile, they must first weather the post-Covid storm. One or two highly qualified interns will lead this project with the ACF team in Region 10 (AK, ID, OR, WA and 272 federally recognized tribes), to engage partners from other federal agencies, state and tribal human services leadership, non-governmental organizations, philanthropy, community, and other stakeholders, to develop the "secret sauce" to economic resilience for families in Region 10. The intern(s) are encouraged to implement a whole family framework to this project, giving families the best chance of economic mobility when all of their needs are concurrently addressed. Beyond that, the project scope and approach will be strengths-based, drawing upon the unique experiences, skillset, and knowledge of the intern(s). The intern(s) may utilize existing national, regional, and local data - especially research conducted by the Office of the Assistant Secretary for Planning and Evaluation (ASPE), which advises DHHS on policy, legislation, strategy, research, and economic analysis - or may conduct new post-Covid qualitative or quantitative research. Also critical to the approach will be including the lived experience and recommendations of the families we seek to support and a commitment to equity. The deliverables of the project include: short & long-term policy recommendations in support of families' economic resilience and mobility; and a proven process for on-going engagement of the federal, state, and local-level stakeholders for future collaborative policy and practice development. Deliverables include key milestones in the project timeline; and they may be required to be presented orally or in writing, documenting the scope, approach and recommendations of the project. The intern(s) will have full access to the Regional Administrator and staff, along with other ACF regional leadership. |

The IWGYP works to promote coordination and collaboration across federal departments and agencies to support youth and young adults, ages 10-24. It involves 21 departments and agencies that work together to improve programs for youth. We also maintain youth.gov, engage.youth.gov, and related social media (currently Twitter, Instagram, LinkedIn, YouTube, and Facebook).
We are seeking an Evaluation Consultant with an interest in working with administrative data sets and creating data visualizations. The Evaluation Consultant will assist IWGYP’s efforts to track and continuously improve outcomes for youth based on a positive youth development approach. The Evaluation Consultant’s activities will build on existing efforts undertaken by IWGYP including use of a modified Delphi methodology to develop a common youth outcomes framework across federal agencies and the development of a web-based dash dashboard.
Projects may include:
1. Communicating with federal agencies about measures and datasets focused on positive youth development
2. Merging administrative sets from cross agencies and creating composite variables
3. Reporting data to the IWGYP including via an online outcome dashboard
4. Contributing to internal and external presentations and preparation of manuscripts
Required Skills or Interests
Knowledge, Skills, and Abilities:
• Communicating effectively with teams about data and evaluation
• Understanding how to work with administrative data sets (e.g., cleaning, merging, and conducting descriptive analyses of quantitative data)
• Familiarity with statistical software (e.g., SPSS, SAS, STATA, R) and data visualization platforms (e.g., Tableau)
• Working both independently and collaboratively on assigned tasks in a virtual environment.
• Meeting deadlines and producing high-quality work.
Interests:
• Monitoring and evaluating initiatives focused on positive youth development
• Communicating with federal agency staff about measurement and datasets
• Using data analysis and visualization software
• Reporting data in ways that are understandable and engaging |

As a member of the Enterprise Architecture team you will participate in the Software Asset Management effort to conduct outreach to many different business units in the organization. This includes network and application security; Software Asset Management platform administration and management; vendor management; network operations; finances and acquisitions. You will support various Software Asset Management activities to include data discoveries, data mapping, data normalization and reconciliation. You will also create presentations and documentation to represent Software Asset Management and other Enterprise Architecture work. You will also work with the members of the Enterprise Architecture team to develop software dependency maps and create roadmaps to assist IT system owners and stakeholders. |
