Groups of the Ainu People in Japan and Russia |
Many indigenous peoples of Russia bear an uncanny resemblance to those who live in the US. They build Yaranga or Chum which look like dwellings of Plains peoples. The Ainu in Russia are not Federally recognized, but they are in Japan. Help us learn more about paradoxes of Ainu identity. |

According to the Census authority of the Russian Federation, the Ainu are extinct. Those who identify as Ainu, neither speak the Ainu language, nor practice any aspect of the traditional Ainu culture. In social behavior and customs, they are almost identical with the Old Russian settlers of Kamchatka and therefore the benefits which are given to the Itelmen cannot be given to the Ainu of Kamchatka. The Ainu language is extinct in Russia. The Bolsheretsky Kurile stopped using it as early as the beginning of the 20th century. Only 3 fluent speakers remained in Sakhalin as of 1979, and the language was extinct by the 1980s there. Takei Asai, the last speaker of Sakhalin Ainu, died in Japan in 1994. In Japan, there is a law to protect the Ainu. Both Russia and Japan signed the UN Declaration of the Rights of Indigenous Peoples. Shortly after signing the treaty, the Japanese Diet passed a law to protect them. In the Ainu language, “Cise” means “House”, which is pronounced by placing a high pitch on “se” instead of “ci”. This word has often been used, even in the Japanese vernacular, specifically to refer to a house thatched with saw grass or bamboo grass. The word “Cise” persists to this day in the Ainu language spoken in Japan, and it refers to housing units built by modern construction methods. Ainu elders often use the word as such in their conversation. Despite the changes in the selection of materials and construction methods, “Cise” remains unchanged and still means a house in the Ainu language. While the Ainu serve as a bridge between the past of the Kamchatka peninsula, Sakhalin Island, and Japan, that past may have been irreversibly changed during the period of the Russo-Japanese War to the Cold War. We hope to discover many cultural and social phenomena surrounding the Ainu, including their starring in movies similar to the US "Western" genre in Japan. Some of the research has already been done, but deeper dives are needed to unravel all the associations in the evidence and to discover more material. |

"I am caught within a circle from which there is no escape: the less human societies were able to communicate with each other and therefore to corrupt each other through contact, the less their respective emissaries were able to perceive the wealth and significance of their diversity." The significance of these lines echo through my past having once been a student of Harry Harootunian many years ago. Yes, he was trapped in Marxism, and I am not, but that is not what I mean here. The Ainu present a real quandary to people of Indigenous identity or ancestry throughout the world. They are an indigenous community partitioned by wars and ideological conflict, recognized in one place with a unique nativism all its own, actively erased in another place, stridently internationalist in its own way. They offer all kinds of rich questions very relevant to the contemporary space that native or indigenous peoples occupy, ones whose answers have not been always deeply sought but ones which can be revealed through careful, factual scholarship I hope. |

The mission of IHS is raise the physical, mental, social and spiritual health of American Indians and Alaska natives (AI/AN) to the highest level. To be responsive to the second goal of the 2019-2023 strategic plan, "to promote excellence and quality through innovation of the Indian health system into an optimally performing organization," the Division of Program Statistics in the Office of Public Health needs to continue its work in discovering new information concerning native peoples throughout the world. International studies of the health of native (or indigenous) peoples provide essential public health insights. Reliable data are required for the development of policy and health services.
A landmark 2016 paper in which IHS participated, "Indigenous and tribal peoples' health (The Lancet–Lowitja Institute Global Collaboration): a population study," studied 23 states and 28 indigenous peoples within those states. The methods used for that paper overturned the idea that such groups always fare more poorly than benchmark populations. The coverage of nations or the range of health indicators had been limited in earlier works.
Our objective is to expand upon the work already done in a description of the health and social status of native or indigenous peoples in new areas of the world. Much was learned in the first year of this effort, and a new group of people is needed to focus on areas of the world left incompletely mapped. One aspect of this effort is a study of the unique demographic, social, geographic, and cultural character of these groups. Also, the work of the group will be to find and eventually bind together expert collaborators who have studied and understood well the peoples of Collaborators with expertise in Indigenous health data systems will be sought for each country. Data on population, spatial distribution, culture, economics, and health will be obtained. DPS is responsible for producing the publications, Trends in Indian Health and Regional Differences in Indian Health.at this link https://www.ihs.gov/dps/publications/ Fluency in a language other than English (see list in additional information) equivalent to an advanced level is needed.

The areas to be studied in the year include those in Central Asia, the Atlas Mountains of North Africa (Berber), Middle and Nilosudanic Africa, and Central and Eastern South American nations such as Bolivia, Brazil, Paraguay, Peru, and those in the Guianan Shield (Venezuela, Guyana, French Guiana, and Suriname). In Central Asia, speakers of Uzbek, Karakalpak, Kazakh, Kirghiz, Turkmen, and Uighur will be studied. In Middle and Nilosudanic Africa, many nations will be studied including the Amhara, Banda, Gbaya, Kanuri, Kongo, Luba, Mashi, Mongo, Oromo, Sara, and Zande. Other languages of interest to the work will include: Arabic, Dutch, French, Quechua, and Russian.
All you need to begin is to know one language fairly well and to be interested in learning about how tribes live and are affected culturally and socioeconomically as a result of just having their identity and their ways. You won't get stuck in learning in just one area or researching one aspect of one people. There will constantly be new groups formed. Now, if you find something you really want to dive deeply into, we will find a way for you to do it. Any of the languages listed are a good start, and remember, some languages we might need are not taught anywhere. |

There are about 180 member states of the United Nations. Possibly, 20 of those states collect data on native/indigenous people in their territory. Indigenous nations (N=3,000 worldwide?) do not get the same attention internationally as member states do, and they fall into the margins of the data collected, if at all. In a world where borders are continually breaking down, there is a real need to know how indigenous people are faring in their health, livelihood, language, and culture. The raw material for further analysis is needed, and search, web scraping, and literature review can deliver it affordably. |
|
United States |
|
If your knowledge of code is more significant than your knowledge of languages, you are not alone. The ability to write code is more needed now more than ever due to the existence of international internet media. There are at least four forms of media (journal articles, data caches, unscanned paper monographs, and websites) where reliable data are known to exist about native/indigenous people, and only one of them is web-based, but it is the most accessible to reach. Also, there exist APIs that collect multiple snapshots of the same page as it evolves. The problem is that the actual use of web scraping or geographic information systems is not easy. Most of the internship will involve test cases where we see how to adapt the tools we have. It would be good if you knew another language than English, but thanks to Systran and Google, that’s optional. What is needed is a willingness to use algorithms and code to discover in partnership what is there, a combination of the informationist and data scientist approaches to the wealth of data present in both caches and unstructured textbases. Exposure to another human language is helpful but not necessary.
