The National Counterintelligence and Security Center (NCSC) is seeking virtual interns with a strong interest in cybersecurity to identify cybersecurity best practices across the federal enterprise, academia, and the private sector. This open source research project will require an understanding of the most recent and sophisticated cyberattacks as well as a review of cybersecurity prevention measures that could potentially thwart such attacks.
As stated in the National Counterintelligence Strategy for 2020 – 2022, “artificial intelligence,
quantum computing, nanotechnology, advanced materials, improved encryption, robotics, and
the Internet of Things will likely enable our adversaries to develop sophisticated intelligence
capabilities to target the United States and make it more difficult to defend against their
activities.” We must incorporate these technological advances in a secure manner that does
not allow our adversaries to take advantage of US interests in cyberspace.
Not only will this project reveal the latest cybersecurity techniques and practices to thwart
hostile cyber actors, it will illuminate the cost benefits of implementing cybersecurity
practices. The results of this research will assist NCSC in promoting cybersecurity best practices
across the federal enterprise to reduce the risk of cyberattacks. Moreover, if such practices are
implemented at the federal level, such initiatives can influence stakeholders in the private
sector and academia who have suffered significant losses in intellectual property and research
and development investments.
Your job will be to leverage your school’s resources to review open source materials to analyze
and report on cybersecurity best practices. We are not seeking a simple catalog of
cybersecurity best practices; rather, we need a comparative analysis on what practices work
best to prevent certain cyberattacks, what techniques are trending and why, and what is the
total cost of implementation compared to the total cost of recovering from a cyberattack.
You will work in direct support of NCSC’s Supply Chain Senior Program Experts, who will
provide more detailed guidance and feedback on your work. This will allow you an opportunity
to see what areas policymakers are focused on throughout the year and how these efforts will
shape federal cybersecurity policy to better protect our supply chains.
In addition to the knowledge you will bring to NCSC, this opportunity will serve as an excellent introduction to the CI and Security domain, helping to build an enduring relationship with professionals with broad networks in the field while shaping and advancing your career aspirations.

This project focuses on China's growing economic, political, and cultural influence in South Asia. This influence not only includes the government, but companies (public and private), institutions (cultural, academic, scientific, etc), and private citizens. The project is comprised of multiple parts, which includes: first developing a methodology that tracks and measures quantitative and/or qualitative variables, and second, researching, compiling, and populating the model with data from publicly available sources. A report that details findings shall be submitted.
Some of the variables that you will be tracking include, but are not limited to:

Additionally, you will be expected to examine how China benefits from the above variables in the South Asia region and how China’s support compares to the US.
Occasionally, you will also be asked to compile and provide an oral brief on South Asian media reaction to a specific event, activity, or policy in China.

We are looking for 4-5 virtual interns to support these efforts. You will help us create training materials that help people across the IC to innovate more successfully--whether that's using machines to triage data, piloting a new recruitment program, or working with startups more effectively. Your work may include interviewing experienced innovators and documenting their sage advice, drafting primers on key innovation activities such as pitch days, and even creating your own multimedia "master class" series on how to employ your favorite entrepreneurial tradecraft tricks.

As Part 3 of an ongoing project involving separate classes of VSFS interns, in the 2020-2021 academic year VSFS interns will work with ODNI IC Net Assessments to refine a playable influence campaign simulation called “Influence 2040.” This narrative and card-based game simulates foreign influence strategies and capabilities in the future intelligence environment.
Games currently play out over the course of five rounds, with each team submitting a series of overt and covert actions (through Capabilities cards) each round that are scored by the Game Masters. The Challenger team seeks to capture a majority of four influence Field cards (Political, Social, Technological, and Economic) while the Target team seeks to strengthen its resilience and counter the Challenger team’s activities. The Game Masters score the actions and assess changes to each team’s pressure, vulnerability, and resources at the end of each round. If the Challenger team succeeds in capture a majority of Fields at any point, it wins the game. If the Challenger team fails to capture a majority of Fields by the end of the fifth round, the Target team is declared the winner.
In the game refinement phase, virtual interns will research gaming methods and influence capabilities, placing special emphasis on assessing the potential capabilities of China, Russia, and Iran to conduct influence operations in the future. They will study the game’s rules and scoring system, which combines statistical methods with narrative elements to create plausible simulations of future influence competitions. They will run a series of simulations to test the game’s mechanics and suggest refinements and expansions, testing anew to create a final, playable version.
In the strategic testing phase, virtual interns will research common assumptions and strategic ploys likely to be salient in the future competition for influence. They will test various strategies and record their findings, identifying key factors for success and failure, technological and societal investments that provide value in the competitions, and any recurring themes and strategies of strategic interest noted during the simulation iterations.
In the final phase, virtual interns will host at least one simulation for selected members of the Intelligence Community, with students playing either role of game master or strategic advisor to the member of the IC playing the game. They will deliver documentation showing of the results of their simulations, their refinements to the game itself, assessments of future influence capabilities incorporated into the game, and the final version of the game (including revised country backgrounds and forecasts, rules, cards, and automated scoring spreadsheets). They will present their project via teleconference to IC Net Assessments and selected ODNI seniors.

From the American Revolution to the cyber revolution, spies and saboteurs among us have caused lasting damage to our national security. The National Counterintelligence and Security Center, part of the Office of the Director of National Intelligence, leads America’s Counterintelligence (CI) and Security community to keep America safe from these adversaries. Learning from the past is a key part of our mission so NCSC has embarked upon a multi-year research and writing project to capture our espionage and sabotage history.
The result, called the Wall of Spies Experience, includes detailed accounts of more than 135 spies who betrayed America, as well as the evolving tradecraft they used -- from ciphers, to dead drops, to digital encryption. With the completion of the Wall of Spies Experience physical installation in our headquarters, NCSC is also breaking ground on a digital version that will make all of this material accessible to the public. NCSC will begin posting the current material from these exhibits--plus additional spy stories, images and videos--on Intelligence.gov, the digital front door for the U.S. Intelligence Community, which is devoted to expanding public understanding of our activities, authorities, and our people.
The digital Wall of Spies is in the early stages and we would love to have motivated lovers of history join our team. The selected virtual interns will work remotely to build upon previous research, identify additional spies and saboteurs to include in the Digital Wall of Spies, find new multimedia content, draft compelling writeups to educate and inform readers, and help us make this content accessible to the American public. You will work virtually with our graphic design team to make your work come to life, providing you a sense of contribution seeing your work posted online to educate and inform readers everywhere.

ODNI publishes reports that discuss the complicated topic of the Foreign Intelligence Surveillance Act (FISA), including a statistical report on how often the IC uses FISA and a report assessing the IC's compliance record when using FISA. You can see the reports on IC on the Record and intel.gov. Created at the direction of the President of the United States, IC on the Record - https://icontherecord.tumblr.com/ provides timely access to information about the IC.
Additionally, documents are posted on intel.gov, in its "vault" library that is searchable.
The reports cover complex legal concepts, can contain classified information, and are written for multiple audiences such as Congress and the public. The compliance assessment details one aspect of FISA (Section 702) and is statutorily required to be given to Congress and the FISA Court so as to provide both entities with all the information, including classified information, needed to perform legislative and judicial oversight of FISA.
The assessment is usually approximately 50 pages long, is filled with complicated and heavy reading, and contains redactions of the classified information.
The statistical report is required to be publicly released annually and also contains complex details explaining how the IC uses FISA and how we count the statistical information we are required to report.
We are looking for an outside viewpoint to review these two reports and identify areas that need to be explained in more detail or that need to simplified. We are also looking for recommendations on the formatting of the reports to enhance readability. We want to do our best to help the public understand this complex information, in part, to ensure we live up to the IC's Principles of Intelligence Transparency and its core tenet of enhancing public understanding of the IC.
Your work will be as an advisor to us as you read and review these public documents. You will provide input on the documents, collaborate with us on ways to make them easier to understand, and ensure we are using the best format to present the information, while keeping information that we are statutorily-required to report. |

It would be helpful if the candidate has some familiarty with legal terms, as many of our documents are heavy in legalese. This is not required, though, as our goal is to make the reports understandable by the 'average' person, regardless of background knowledge. |

Are you studying Mandarin or Russian and want an opportunity to apply your language skills to real world problems? Interested in reading what our near-peer competitors China and Russia are saying about topics that affect U.S. national security? There is tremendous value in reading native language press and social media accounts of events to gain a different perspective that helps inform U.S. policymaking.
The National Counterintelligence and Security Center, part of the Office of the Director of National Intelligence, is seeking virtual interns with strong language skills to augment our mission. Our vision is to provide interns with key terms and topics of concern, such as election security, supply chain risk management, foreign influence, critical infrastructure protection, cybersecurity, and technology theft. Your job will be to leverage your school’s resources to read Mandarin or Russian language articles and posts, then provide an analysis. We are not seeking just simple article translations, but rather comparative analysis on changes over time as topics are trending. How has the sentiment in Russia changed as the fall 2020 U.S. election draws near? Has there been an increase in anti-U.S. sentiment in certain areas? How does the Russian government feel about the Administration’s intent to withdraw from the Open Skies Treaty? As the Chinese government becomes more emboldened post-COVID how is their press portraying their global ambitions?
You will work in direct support of a National Counterintelligence Officer who will provide more detailed guidance and feedback on your work. This will allow you an opportunity to see what topics are of interest to policymakers throughout the year and how the Intelligence Community informs policy. This experience will also help you build an enduring relationship with Counterintelligence and Security professionals with broad networks in the field. In addition to the knowledge you will bring to NCSC, this opportunity will serve as an excellent introduction into our world and help refine and advance your career aspirations.
