Introduction to the Rules of Conduct for Attorneys, Agents, and Veterans Service Representatives |
Familiarize yourself with the professional responsibilities expected of individuals who represent Veterans before VA and make an immediate, positive impact on Veteran’s lives by helping to ensure they receive competent, qualified representation on their claims. |

The Department of Veterans Affairs’ (VA) Accreditation and Discipline Program is part of VA's Office of General Counsel and oversees organizations and individuals providing representation before VA. The purpose of the Accreditation and Discipline Program is to ensure that claimants receive responsible, qualified representation in the preparation, presentation, and prosecution of their claims for VA benefits. This program is comparable to a State Court or Bar Association that licenses attorneys to practice law within its jurisdiction, but on a National level. Currently, there are 9,300 representatives of veteran service organizations (VSOs), 9,000 attorneys, and 500 claims agents accredited with VA to assist veterans with their benefits claims. The program is responsible for reviewing accreditation applications, monitoring conduct of VA-accredited individuals, investigating complaints, issuing decisions on the reasonableness of fees, and removing accreditation when necessary.
To ensure that the representatives, attorneys, and agents continue to meet the requirements for VA accreditation, they must comply with the ongoing reporting requirements. Unfortunately, many of these individuals are delinquent on their ongoing reporting requirements, and thus, our office must take appropriate steps to notify them of their delinquency and VA’s intent to remove their accreditation if the delinquency is not corrected. As one of the interns with OGC’s Accreditation, Discipline, & Fees program, you will be tasked with analyzing program data, developing and executing a plan to notify these individuals of VA's intent to suspend their VA accreditation, addressing incoming email inquiries and phone calls, updating our data system accordingly, and presenting the results of the project to OGC leadership.

The Secretary of Veterans Affairs has delegated the responsibilities associated with recognizing veterans service organizations (VSOs) and accrediting individuals—VSO representatives, attorneys, and claims agents—for the preparation, presentation, and prosecution of VA benefits claims to the Office of General Counsel, and the General Counsel has delegated such responsibilities to the Accreditation and Discipline Program within the Benefits Law Group. The Benefits Law Group is headed by the Chief Counsel of Benefits Law and three Deputies, one of whom oversees the day-to-day operations of the Accreditation and Discipline Program. The current Benefits Law Group staff includes 14 attorneys and 5 paralegals. In addition to managing the Accreditation & Discipline Program, the Benefits Law Group provides the Department legal advice on matters related to claim adjudications and appeals, compensation, pensions, and survivors’ benefits, burial benefits, appointment and removal of fiduciaries, vocational rehabilitation and employment, and education benefits. The attorneys also represent the Department in benefits litigation before the U.S. Court of Appeals for the Federal Circuit.
Additional information on VA accreditation can be located at: https://www.va.gov/ogc/accreditation.asp.

This project seeks to put together a library of programs, projects and activities that can be accomplished by individuals, organizations, businesses, non-profits, families, faith-based organizations, etc. that will allow them to contribute to the health and wellbeing of America's Veterans, their families and caregivers in a virtual capacity. Given COVID-19, VA is evolving its volunteer and philanthropic programs to foster more virtual and remote engagement across the largest healthcare system in the country. These implementation guides and toolkits will allow for rapid development and execution of programs and services across more than 300 VA facilities, in service to an estimated 9 million Veterans. |

|
More than project management, this project requires an innovator possessing a spirit of wonder and curiosity, enjoys bringing meaning to ambiguity, and fostering program transformation. The potential for individuals serving in this role to see these guides becoming part of hospital systems across the world is very high, given the use of these tools in the development of Case Studies, as well as presentations in a number of collaborative discussions in healthcare, patient experience, and volunteer and community engagement. Those interested in submitting proposals for outstanding work will be encouraged to do so in partnership with VA's Office of Voluntary Service. |

What's Your Why? |
This project seeks to tell the stories of outstanding programs and activities performed by volunteers and organizations who serve at VA facilities across the country. Along this journey of inspiration, we'll capture the legacy of VA Voluntary Service as it nears its 75th anniversary in 2021. |

VA has more than 61,000 individuals who will work for its organization for free. Why? It brings in approximately $100M in gifts and donations annually. Why? It partners with thousands of organizations across the country routinely in support of its mission of delivering outstanding care and services to more than 9 million Veterans, families and caregivers. Why? This project seeks to put meaning to the numbers and go beyond just "what" these individuals and organizations are doing, but "why" these choose to serve with VA. The ultimate goal is to inspire others to give of their time and talents to America's Veterans through civic engagement activities within VA and recognize those who have been part of this 75-year legacy of service. |
|
United States |
|
Now more than ever, people need to be inspired! This project is for individuals who have the capacity for inspiration, have a vision for the extraordinary and find miracles in the small things. The interns who select this project must enjoy the process of listening and be able to find meaning behind the message and crystalize the impact of these acts of service performed by volunteers and partners. The intent of this project is not only to drive volunteerism and philanthropic engagement, but to help those who join us on this journey to discover their own purpose and meaning in life. This project is not for those who are lost, but those who are seeking---with a spirit of positivity, a dedication to service, and a commitment to excellence. |

“Why do we need to do an earthquake drill? Earthquakes don’t hit Chicago.”
“There’s a tornado coming… I can probably make it home before it hits.”
“No, it’s fine, I’m sure everyone already knows what to do if there’s a fire.”
If these sentences made you roll your eyes, congratulations! You already think like an emergency manager. If you’d like to hone those natural skills in preparation for a career in the field, this might be the opportunity for you. Hines VA Hospital, a 1A facility just outside Chicago, is in the process of revising its emergency operations plan and developing a training and exercise calendar for 2021.
Benefits: In this role, you would learn the ins and outs of emergency management in a healthcare setting. Learn how emergency response plays out in a real-world setting, learn how to design a tabletop exercise that will bring people together to prepare for anything thrown at them, and learn what a hazard vulnerability assessment looks like on a huge campus full of historic buildings.
Prerequisites: It would be beneficial to have taken the basic self-led courses on NIMS/ICS through FEMA, but it is not required. Applicants do not have to be enrolled in a formal emergency management degree program! |

The Library Network Office of the Department of Veterans Affairs needs assistance in turning a wide range of data into meaningful information that can be presented to management to support the hiring of librarians at VA medical centers. The data covers a range of years and is primarily available in Excel workbooks. The selected intern will be expected to take disparate data and turn it into a useable format for presentation to executives in the VA. Data includes usage of online resources, expenditures, staffing, survey results, and much more. The intern will determine what correlations can be drawn between these different pockets of information. The intern will review data to analysis any significant trends.
The intern may use any statistical tools available to them to analyze and trend the data. The deliverable at the end of the project will be materials ready for presentation to top executives in the VA. This can be infographics, PowerPoint presentations and other formats as deemed appropriate.

The VA Digital Media Engagement Team’s Web Security Interns play an essential role in addressing security challenges for the DME Team’s official internship website (https://dmeinterns.org/). Interns are responsible for operational and strategic work that will ensure that dmeinterns.org is protected from vulnerabilities while also expediently addressing any security breaches or challenges that may emerge.
Depending on need, interns may also be called upon to install or update plugins and themes, modify WordPress settings, update theme settings, create sliders, edit pages using various page builders, update menus, widgets, and page settings as well as managing users, updating SEO metadata, etc. Interns will be asked to work on multiple projects when in the program. At least one of these will be a priority need that will be communicated by Web-focused program leadership.
In addition, Web Security interns will be asked to work on at least one project that improves the official internship website while addressing the intern’s professional development goals within the program. These individual projects will be mutually decided by the intern and leadership within the program. Examples of individual projects related to Web Security could include, but are not limited to, the following:
- Develop standards by which to assess the security risks of all proposed plugins that Web Development or Web Content may want to use.
- Develop a password protocol for dmeinterns.org, including educating interns in other departments about password protocol and communicating the importance of password security.
- Web Security Scanning: Determine the best website scanning tool that is free of charge, develop a schedule by which to regularly scan dmeinterns.org for weaknesses, and conduct routine scans of dmeinterns.org .
- Evaluate security of various plugins, pages, and policies for dmeinterns.org , including creating a schedule and training for interns on appropriate and expedient detection and reporting strategies.
Prospective interns should have prior WordPress experience, strong written communication skills, excellent teamwork skills, an understanding of VA's mission, and an understanding of cybersecurity (either through coursework in one’s major program or past experiences). Prospective interns should examine the DME Team’s official internship website and address potential cybersecurity-focused improvements when applying.

Student intern researches and creates a standing annual calendar of historical events relative to the American Veterans, the VA, and the VA's predecessor organizations. Using remote/virtual platforms, the student interacts with VA History Office team members and other SME's, as well as accessing a variety of online archival and research sources to prepare the product. Ideally, the completed product includes a short paragraph on the historic event with a referenced source(s) and images. The student intern will execute the project with minimal daily supervision, accessing internal and external documents, online and traditional sources, archival materials, etc. to create the calendar. Final product will be used as a resource to VA History Office, National VA History Center, and administration Historians, as well as potentially publishable (digitally or in print format) as a stand-alone product for wider internal use. Based on the student intern skills and ambition, the daily entries may include audio and video components. The product may also be used for various internal and external VA social media communications platforms. |

Do you enjoy a good story? Consider joining VA’s office of Digital Media Engagement as a writing intern. Writing interns are responsible for writing feature articles, blogs, and other communication products intended to inform Veterans, their family members, and the public on matters affecting their daily lives from health care and insurance to monetary compensation and suicide prevention. In this role, there are various projects you can use your writing expertise in:
Operation Song: As a content creator, you will work with Operation Song, a nonprofit organization based in Tennessee that uses musical therapy to help Veterans. You will contact and interview Veterans who have used musical therapy through the nonprofit organization. Then, you will create blog posts highlighting those Veterans. You may be asked to reach out to providers of other forms of therapy to write about the Veterans that they treat. The core of this project is to tell the stories of Veterans who have benefited from various forms of treatment. Your efforts will help to show other Veterans the progress and improvements can be made through these amazing treatment opportunities.
Veteran of the Day: As a writing intern, much of your time will be researching Veterans from various backgrounds and completing write-ups about their service and the life they have lived. One Veteran gets highlighted each day so the impact is widespread and daily.
A Veteran’s Story: A Veteran’s Story tells stories about a Veteran’s excellent work during or after their service. These pieces do not simply recount key details of a Veteran’s service, but provide deeper information and allow more creative freedom in storytelling. Your efforts will delve deeper into what Veterans have done through their service and share with our large audience.
Writing interns have the potential to be involved in one, two, or all projects as a writing intern with us. There is immense room to grow professionally and serve the Veteran population through writing.
This role requires the following skills: Proficiency in writing and communication, professionalism, Microsoft Word access and proficiency, time management, storytelling, and a willingness to learn.
Please view our blog to see the various written content our team produces. Be sure to note the level of quality and the style of writing of those posts. If you are selected for this internship, this is the level of work you will be expected to produce.
Writings are expected to adhere to AP Style and VA’s style. Our communication work is a representation of the VA as a whole. Publishing accurate, quality work is one of our team’s most important obligations, so we are looking for people who are willing to contribute to this team goal.

Department Head and Division Officer interns help the internship supervisor in managing the program. The VA's Digital Media Engagement team has a number of intern projects ongoing to serve American Veterans. Each project has multiple interns contributing to it. So many interns, in fact, that it is sometimes difficult to keep up with everything that is going on. This is where you come in.
We are looking for individuals with experience in project management or team leadership. You should be willing to assume responsibility for your assigned project area.
*****VERY IMPORTANT!!!*****
--->You are going to be leading a team of other interns. This will likely require that you devote more time than you might otherwise expect to. This is a LEADERSHIP role. You will be expected to lead your team. If you do not have the time necessary to devote to a leadership position, please do not apply for this position. This internship opportunity is for individuals who want to lead a team and are willing to devote whatever time is necessary to ensure that team's success.
Our Department Head interns are crucial for training new interns, answering questions, ensuring projects are completed in a timely manner, and coordinating special projects.
We currently have Department Head or Division Officer positions open in the following areas:
Editing, Web Analytics, Social Analytics, Social Media Management, Web Development and Web Content Management. Other positions may become available.
Please let us know which area(s) you are interested in managing. Please explain any experience you have in that specialty area, along with any management or leadership experience.

Please do not sign up for this internship if you don't have the ability to commit to seeing it through. As a leadership position, dropping out of the internship will cause a great deal of disruption for those you are appointed to lead. You may find yourself in charge of a team of 15 to 30 people, so please plan accordingly. You will have to communicate with these individuals throughout the week to assign tasks, get updates for ongoing projects, and provide metrics for work completed. You may have to attend conference calls when possible (not often). This is a serious leadership position and you will be expected to treat it as such.

The VA Digital Media Engagement Team’s Web Development Interns play an essential role in enabling online communications with interns and external stakeholders interested in Veterans Affairs. Interns are responsible for developing new features for and continuously optimizing the backend and front-end features of the DME Team’s official internship website (https://dmeinterns.org/).
In addition, Web Development interns will be asked to work on at least one project that improves the official internship website while addressing the intern’s professional development goals within the program. These individual projects will be mutually decided by the intern and leadership within the program. Examples of individual projects related to Web Development could include, but are not limited to, the following:
- UX/UI/GUI testing of the internship website with a report of one’s findings, provide recommendations for improvement and implement approved items
- Application integration between dmeinterns.org and other key applications related to dmeinterns.org program goals (e.g. Slack, Trello, email, etc.)
- Enhance the accessibility of dmeinterns.org for individuals with disabilities
- Selecting key performance indicators (KPIs) for various aspects of a website and presenting them in operational and/or strategic dashboards
Prospective interns should have prior WordPress experience, strong written communication skills, excellent teamwork skills, an understanding of VA's mission, and an understanding of web development. Prospective interns should examine the DME Team’s official internship website and address potential improvements when applying.

As a Researching intern for the VA's DME team, you will collaborate with editors and writers to research and fact-check submitted information and provide additional context for print and web-based products that may include video and audio podcasts. You will also work with graphic designers to ensure their work is period correct, contains accurate information, and is appropriate to communicate the information accurately. Additionally, you will check sources of images used in blog post graphics to ensure that they are applicable to the content and copyright free. Our content is published across multiple social media channels with well over a million followers. Any piece of content we publish may be seen by tens of thousands of people. So, when we publish a story honoring a Veteran, we have to be very sure that we get all of the facts correct. If we do not get the facts correct, it is an embarrassment to our team; but, more importantly, it's a disservice to the Veteran. Your assistance will ensure that we give each Veteran the respect that they are due. Since COVID-19, telework has become a key focus for all types of employers, including hospitals and other healthcare providers. Telework is not always easy to adopt, however, and some employees may face greater challenges than others. Work is needed to ensure that the transition to telework is equitable and encourages diversity and inclusion.
The San Francisco VA Health Care System provides complex care to Veterans throughout northern California. Our mission-driven team includes clinical and administrative staff from a wide variety of backgrounds. SFVAHCS’ Office of Strategic Planning is looking for creative, compassionate students who will work with our team to assess how to best meet the needs of employees who are newly teleworking and ensure that telework practices at SFVAHCS are equitable and inclusive. Students will perform research to identify best practices, engage with clinical and administrative leaders, and develop recommendations. |

Since the onset of COVID-19, many are fearful of interacting with the healthcare system. As hospitals reopen and seek a path forward during pandemic recovery, clinical best practices are changing the experience of care. While precautions are being taken to ensure that patients’ medical safety needs are fully addressed, healthcare providers must also work to ensure that patients and their loved ones feel safe when they visit a hospital.
The San Francisco VA Health Care System provides complex care to Veterans throughout northern California. SFVAHCS’ Office of Strategic Planning is looking for creative, innovative students to use human-centered design principles to reimagine the Veteran experience of visiting the hospital, given new COVID-related safety precautions. Students will work with an interdisciplinary team of clinicians and administrators to design processes and communication techniques that help Veterans and their loved ones feel welcome and safe when seeking care.

VA’s NCA History Office seeks up to four interns to create content for internal use and to publish on our public-facing website. Interns will research primary records available through online sources and services in order to gather information about veterans buried in NCA national cemeteries, and related memorial objects that honor them. Example projects are described below. Most final projects should include an interactive, digital component that NCA can publish as a public-facing exhibit.
VA manages over 140 national cemeteries nationwide, many were established during the Civil War or began as burying grounds at frontier forts.
Help develop stories and themes associated with these historic resources—places and people—so they can be shared with the public. Who is honored with burial in a national cemetery? How are some groups remembered as time passes? How have the graves been marked?
The topic of national cemeteries offers diverse opportunities to an incumbent based upon academic discipline and interest, but the overall goal is to explore the stories of noteworthy veterans who, at different times in American history, are associated with events of lasting impact. This includes, but is not limited to:
• Members of the Civil War’s U.S. Colored Troops and their successors, Buffalo Soldiers—black men fighting for freedom, seeking equal rights a century before the Civil Rights Act was signed.
• The army created a superintendent position in 1866 to manage individual national cemeteries. The first men were veterans who enlisted in the Civil War and returned with a disability. Many were foreign born. Some had
long careers.
• The circumstances in which foreign-born troops, allies and prisoners of war from World War I-II who are interred in VA cemeteries.
• Transcribing hand-written 19th-century records related to cemeteries. Essential behind-the-scenes work requires patience and meticulous detail; facilitates the support of researchers.
• Oral history. Help process transcribed conversations with former leadership as part of our administrative history: “proofing” audio-to-paper transcriptions, minor editing, write a summary statement—all according to
standard oral history practices.
• NCA manages 1,250 memorial objects. Some are group grave markers. Many honor Civil War events and groups. Research into a complex monument may encompass the design, sculptor, manufacturer, engineer, veteran-service sponsor, dedication, expansion, relocation, repair, community involvement, and more. |

The NCA History Program is looking for individuals with excellent plain language writing and
editing skills, including familiarity with writing for web publication. Experience in tailoring

https://www.cem.va.gov/cem/history/index.asp.
NCA will:
• Provide incumbents with foundation background about its places and burials (structures, landscape
plans, interments), and a virtual orientation to NCA history. Historians will recommend high-priority groups of veterans and cemeteries to focus research.
• Introduce incumbents to the common public-record services as the primary means of conducting
research. Other sources are acceptable if approved in advance.
• Support school requirements for students to receive academic credit for this work.
Required Skills or Interests:
A passion for researching the rich details of American history and national cemeteries through the
disciplines of art/architecture, historic preservation, genealogy, public history, library science/collections management, social and cultural trends, military events and related fields. Graduate-level study is preferred but not required.
Skills:
• Primary research online (e.g., Ancestry.com, Fold3, Newspapers.com, National Archives)
• Excellent writing/editing
• Web-writing best practices
• Balanced analysis of historic data
• Accurate, detail-oriented investigation
• Public history/oral history practices
• Storytelling in prose and digital formats (e.g., Storymaps, Timelines, Google Institute)
Additional information:
Research projects are ongoing. This internship(s) will concentrate on the areas identified by NCA
as priorities: foreign prisoners of war; USCT and Buffalo Soldiers; national cemetery superintendents; oral
history; and commemorative monuments. All veterans are honored equally for their service to the
nation. In this project, we focus on military achievements, civilian accomplishments, and
circumstances of death that resonate on the national stage. Such Notable Persons are highlighted on
each cemetery webpage, and contributions by virtual interns will add to our understanding of the individuals’ accomplishments.

Since the onset of COVID-19, hospitals have increasingly looked to virtual care as a way to continue to see patients safely, while maintaining social distance. As more people turn to virtual care, work is needed to ensure that telehealth and other remote care services are equitable and inclusive.
The San Francisco VA Health Care System was an early pioneer of telehealth in the VA and is currently a national leader in providing remote care services. SFVAHCS’ Office of Strategic Planning is looking for creative, compassionate students to evaluate how our remote care programs are meeting the needs of underserved groups. Students will perform research to identify best practices, engage with clinical and administrative leaders, and develop recommendations.
