Enhance Consulate Shenyang’s crisis readiness by developing a detailed interactive map with locations of local resources, such as hospitals, police stations, evacuation sites, etc. You will coordinate this visualization effort with staff of Consulate Shenyang’s American Citizen Services unit, as well as members of the unit’s network of U.S. citizen liaisons - known as the American Liaison Network (ALN). You will also be asked to train Consulate staff on the mapping software you use so your product may be kept up-to-date for years to come.
Also in collaboration with the Consulate and its citizen liaisons, you will design a digital crisis preparedness handbook for Americans residing in our consular district. Information for the document will come from the Consulate, as well as conversations you have with members of the ALN about their specific concerns.

The mapping portion of the project may be completed with any appropriate GIS software you have available. The Department of State is unable to subsidize the purchase of software for this project.
The American Liaison Network (ALN) is an important tool to help posts fulfill the Department of State’s mandate to promote the safety and security of U.S. citizens overseas. Each ALN consists of Citizen Liaison Volunteers (CLVs) who partner with embassies and consulates to communicate information on behalf of post, highlight resources for U.S. citizens as well as resource gaps, and assist with emergency services.
